This is really so we can have a number of hurdles solved, and have a credible place to stand in the industry.
For my regular work I work in marketing and manufacturing, and have quite a bit of knowledge there, so we are really confident in our ability to do such. However, it's always important for me to be honest with my feedback to a client, and I wouldn't feel like I can look you in the eyes and say, "Yes, we can publish your game" until I can do it for myself.
That being said, one of the things a publisher does is provide feedback to the creator. Things like art direction, design and mechanics, as well as other business services depending on how they want to proceed with their IP. Those are things I can already start doing (and am currently doing for others right now) with confidence.

These are the kinds of things that you and a publisher can discuss for sure. Often a big publisher will have in-house artists, but it can definitely be a benefit of a publisher to find artists as well.
Just about everything can be negotiated. If you need an artist, that can be a part of your ask or the publishers offer.
With the urge of not sounding too generic, there are a couple big questions you can answer for yourself that will help with your art.
1) Do I already have a style/theme in mind?
2) How many unique pieces of art do I need?
* Meaning, if you were magic the gathering and had a 60 card deck, typically you can use the same card 4 times. In which case, you don't need 4 pieces, you need 1, and then you print it again.
Answering those can be really helpful. Even though the answer is most often, "I want the nicest art I can afford!", you really need to think about what your expectations are.
After that, if you are doing things on a budget, time to beg!
As a heads up, NEVER offer an artist exposure. Never approach an artist saying, "Well you do this for me, and you will get other business.." It's rude, and artists hate it.
Even if that person is some random kid, and they have no other experience. If their art is good enough for you to use in your game, then treat them with the respect they deserve.
A better way is to be blunt. "Look. I'm broke as a joke, but what I am willing to do is offer you X amount of money if/when my game gets made."
Perhaps a royalty of all copies of that game sold for X period of time.
Perhaps negotiate scheduled payments. X Amount when the game funds on kickstarter, X amount after, X amount y years later.
