Not really. In the beginning ANY source of information about titans was rare so she was super excited about any possibility to learn more. Later on they got access to more and more knowledge and she was focusing more on doing her work rather than being hyped that there was a way to do more work.

To be fair, she only got attention because some fan noticed a background character's eyes were wrong in one shot. Her presence is a nod to the fans, so it makes some sense that her personality matches the memes.

Pretty sure her name was made by fans too. Her name was Ditzy Do or something, but in a later episode, Dash actually calls her Derpy which is the first time she's addressed by another character.

One of the reasons I stopped watching anime for a while was because of how shallow the characters’ personalities became in fanon (Edward Elric only talks about being short, Death the Kid only talks about symmetry, etc). It’s not until recently that I decided to give more modern anime a try and was shocked that characters actually have full personalities now.
