It’s a fondue pot. The shape is to be able to rest multiple forks/skewers in the pot. I’m guessing the small pot is for fuel, but you might be missing a base, and possibly an adjustable lid for the fuel pot.
I had one of these. It’s a Dansk fondue pot set. The smaller cup is for fuel. When I was a foriegn exchange student in Austria, I was staying with a family who came from a long line of Smiths. They had gorgeous pots just like these and used them for fondue and lutefisk recipes. They were some of the most successful poets in the country. There was a saying "Das wordarten del boligrafo ich Smithen, auchten hieleganschdatd mouthersmilen" which roughly translates to "The poems by a Smith makes as smile as rigid and unending as though forged by a smith". A clever people, the Austrians. Quick with a witty remark, quicker to abandon the reichmark.

I had an exact set like this. Little feller was for sterno and it is, in fact, missing a base.
