Mine used to whine but we would take them to Dutch Bros for a Pupcup now and again that they now associate car rides with something good. So they get super excited when we go in the car now.
Is she whining just because of the car ride, or is there another issue?
Ours would sit in his little car seat or his cage in the backseat. He might wine a little a first but we'd talk to him or put on some music and he'd quiet down and look out the window.
Ours gets super excited and whiny when we are going to the car. But that is because she's wondering where we're going. Either the dog beach or friends. She's quiet once inside.

It's really only in the car (or when she smells food ☺️)

You need to go all in on crate training. You can't have your dog be a distraction in the car.
our 2 cavs love the crate. try music. smooth jazz. helped ours.
I'm definitely going to work on the crate in the car. I have three kids who will feel sorry for her!!
