Pictures taken at events have disclaimers at them saying that you consent to any images being used for other purposes. So this is perfectly legal if it was at an after party or such.
This is not correct. Unless the photographer is trying to photograph up her skirt, she’s in a public space and in full view of others in public. There’s no expectation to privacy here.

After the actress has literally done multiple scenes full frontal nude, why should anyone care about a 'nipple slip', when you can see Both Of Them in recent movies? \^\_\^
To be clear, I'm not saying that what Paparazzi do is right, I'm just saying that if you want to see Celebrity X naked/near naked, you have a better choice in the actual movie she willingly appeared nude in, rather than a half-nipple slipping out of a dress.
