Hugo's Frog bar has dollar oysters from 3-6, which a few places have, but they also offer half off every bottle of wine, which is a crazy deal. With some of those bottles you're essentially getting them for the Binny's price.
Just came here to say the Way-Out burger/beer/shot happy hour combo is great.
The burger is one of my favorites in the city. It’s Four Roses bourbon (you can opt for tequila and it’s also non-well, but I don’t recall the bottle). And Shelby who works the early shift at the bar is awesome.
Fry the Coop in West Town has a shockingly good happy hour - I think 3-6pm half off all drinks every day. Their draft beers are already pretty cheap, so with the special it comes to $2.50-$3.00 for most. Friends and I went during happy hour a few weeks ago on a Friday evening and were PUMPED at $20ish for 8 good beers!
Further east on Chicago Ave, Lush has dollar oysters Thursday-Sunday all day (allegedly - haven't been there for it yet).

RPM Italian does $8 cocktails/wines/apps at the bar for HH. I think RPM Steak is $10? Estelle's has same owners at Remedy and same HH.
HaiSous, Avli, Amaru, and Sunda all have surprisingly great happy hours
The Blue Sushi HH is my absolute favorite, especially since they offer bomb ass vegan options!
