So this might be crazy but hear me out... I think it has to be a photo. Either that or just a couple words, because of how quickly they reacted when looking at it. I personally feel like many on here, that these politicians are simply actors, that report to their superiors. So assuming that it was a message from their overlords, what could it be? A threat? Whatever it was, Jeb looks horrified when he sees it.
What if it was a picture of George HW’s body, mutilated, in the casket- as a reminder that no matter how high up you are, you are not untouchable, and if you screw up, we will come for you.
