You seem to be looking at it from a hip hop/ rap perspective which doesn’t quite translate to Mexican music. Usually you write the lyrics and then come up with the “tonada” or beat as you called it. It’s not like rap where people write to the beat. What you would need to do is write your songs and then have someone musically inclined help you with a tonada and arrange the instruments.

To add to this you can find the tonada by singing it to a seasoned musician or guitar player usually a requinto player. they can pick up the cords and elaborate from there.

I tend to agree with what the person above said about this exact idea not fitting super well into the musical tradition/scene. But, I do think you can find someone to do something like what you're talking about. I came across this dude on Facebook who seems like he's trying to make it selling his songs kinda like that and doing arrangements for people etc. He's also in Pennsylvania. I know literally nothing about him except what's on his Facebook page but it seems like he can write pretty good songs and produces good instrumentals. His voice is decent, I don't think it will be taking him anywhere without a ton of work, but it sounds like you'd want to sing anyway.
