The free stuff comes with a catch. My university has free food but it is appealing? No. It is open at convenient times? Not really. Is it sanitary? Not really. Are the cafeteria workers going to clean their hands and the trays with soap? No. Do they give you a fork? No. It's the same principle. It's free but at what cost?
Yeah, I'm well aware of the conditions, thus my "nothing will be free" comment. I can personally count on one hand (with fingers left over) how many foreigners I know who actually did this, and I know a *pile* of them who tried.

As an ACTUAL foreign student here, it's possible but you have to be prepared for living in tough conditions. I've had German exchange students come for a semester and after a few weeks they liked it. The university of Havana doesn't offer scholarships to foreign students but their tuition is relatively low for foreigners. I would suggest doing a foreigner language program and use your own independent research to form a base for when your are older and can handle the plight of living on your own in a country as tough as Cuba. When you get further into your studies then you can always come back. There used to be American universities that held learning abroad programs in Havana but I'm unsure if they still do. That should be another option. Look up the university online and apply directly to the school if you want to do a four year program but honestly I feel like a semester is more than enough.
There is a German organisation that you could contact. Their aim is for people to experience Cuba. You’ll study in Havana. I think they could also help you with any other question.

Tuition is not free for foreign students and there wouldn't be a scholarship.
Tuition is free for many students if they have a scholarship. Scholarships to study in Cuba are very freely given, just not many people want them
