He actually shoots you in Undead Settlement, with AoE arrows that can affect the normal enemies too. Once you talk to him, he just shoots enemies instead.
There's several spots where he will shoot enemies, some less useful than others, the most useful one is probably Farron swamp where he helps take out a GIANT ENEMY CRAB (Attack its weakpoint for massive damage!) protecting one of the white trees that has decent loot around it

Although apparently he dies naturally if you grab all the white branches around his tree's so you may have only found him after that.
