I wouldn't put down increasing the size of the gift as a positive move to better the Nights Watch. They were already crumbling and did not have manpower to govern both Brandon's Gift alongside the New Gift. Made it just easier for the Freefolks to go over the wall and pillage villages in the expanded gift with no actual Lord there to stop them.

Without the doctrine of exceptionalism, the blood of old valyria would have died out and the targaryens wouldn't have been able to control their dragons and the decline of house Targaryen would have happened faster.

This is not true! If you think about it, there are a TON of non-"pure Valyrians" with dragons: All of the Greens are only half-Valyrian, and Aegon/Aemond/Helaena/Jaehaerys/Jaehaera all bonded with dragons Rhaenyra is only 3/4ths Valyrian, had a dragon The Strong boys are at most 3/8ths Valyrian (half First Men, and half mixed Valyrian ancestry from their mother), all had dragons Dany! Dany is like ~1/8th Valyrian. Thanks to Targcest her last non-sibling-marrying ancestors were Aegon V and Betha Blackwood, and Aegon's dad Maekar and grandfather Daeron II both married Dornish women. And she awoke 3 dragons. Finally there's Nettles, who may well be 0% Valyrian, considering she tamed Sheepstealer with sheep (ironically, probably the way the very first Valyrians originally did it). I like to think that the racial aspect to dragon-taming is completely bogus.
