Honestly Light could be a pretty interesting killer design, just make up some bullshit about the entity hardcore nerfing his death note and you can make it do something else, could be a very cool ability, and make the notebook work like in the manga/show for a cool mori. And L's perks would have to do with aura reading the killer or something. Could also add Mello and Near as skins for L. For Light you could also play around with the fact that he has an invisible companion in the form of Ryuk, maybe you could have something like Chucky where when you down a survivor Ryuk is the one carrying them to the hook because Light doesn't want to do the hard work. That is a seriously cool idea you have there, this could honestly work I can even see it XD.

I would say Dead Rising doesn't lend itself well to iconic Killers: maybe an Adam the Clown skin for Hillbilly, he could arguably be his own Killer since he operates slightly differently, but I foresee Dead Rising being a chapter much like Ash vs. Evil Dead, Nicholas Cage, or Alan Wake.
Oh yeah, if Adam's brother was more popular, he'd have a whole kit loaded for a Killer power: stilts for height, snowball launcher that works well with the stilts, balloons to float (including off of the stilts), that'd be fun but too experimental for a licensed character, let alone a character that niche.
Eh I wouldn't say he's a weird choice, it wouldn't surprise me to see both of them as skins for eachother in a survivor only chapter somewhere down the line

Garrus Varkarian or Tali'Zorah from the Mass Effect series.
Both are nonhumans which would be an interesting change of pace, especially since they are just inhuman enough to stand out from the rest of the survivors but not so inhuman that the devs would have to overly think their design. With the thing that they may have to consider is canonically, Garrus being a Turian has blue blood instead of red. Both have abilities that can be easily translated into perks, Garrus's perks could focus on his leadership skills, technical skills, military/security background, etc. Tali'Zorah's perks could focus on her engineering skills, mechanical know-how, scavenger/researcher background, etc.
Now granted, Mass Effect on the surface isn't a horror series but there are plenty of aspects of it. Especially when it comes to Cosmic and Body Horror from the game's main antagonist force, the Reapers.
For a more grounded but still pretty out-there choice.
James A. Janisse from Dead Meat/Kill Count
Like Nicholas Cage, James A. Janisse is a real person but has contributed a lot to the horror genre. With his channel getting popular from giving a summary of horror films and counting the deaths to going on to becoming a more in-depth look into the history, production, and overall effort and behind-the-scenes stuff behind the film. Outside of that, he also has done a lot of work for the horror community by having interviews with various horror icons be they actors, directors, etc. Along with the Dead Meat Horror Awards that he and his wife host also had several appearances of horror icons and other celebrities paying respect to the genre. So while not a big, household name or actor it would be interesting to see him in it. Especially since he has in fact made several references to DBD through the years so he is at least has working knowledge of the game/
