Typically rigidity refers to overall rigidness (does not change if you examine patient with active or passive ROM), whereas "stiffness" is not specifically referring to rigidness, but more active stiffness due to typical arthritis, the stiffness is not necessarily going to be as strong with passive range of motion (while rigidity of parkinsons will be more apparent with passive ROM), and this is a pretty good way to differentiate between a neuromuscular source like in stroke or cerebral palsy leading to contractures or parkinsons and cogwheel rigidity versus something like joint stiffness due osteoarthritis or an autoimmune arthritis
If he can draw a clock and remember 3 words he would score 5 on a mini cog, and even given his apparent memory difficulties, a moca he would probably clearly 20+ fairly easily, assuming some word forgetfulness and math difficulties, but I think he would probably guess the animals fairly well and recognize verbalized letters
Take it as an estimate from a geriatrician who does this on a daily basis, many older patients are actually very capable of this, even into mid 80s, some even up to early 90s
