It's not a black and white question of just male VS female. There's an entire complicated set of experiences men and women face in life from the opposite sex. That really set the tone.
Pretty much normal human response. We all judge everything and every one based on the worst experience we've had. And there is not a woman out there who hasn't had a bad experience with a man who would not take a hint, or even an outright no for an answer. Men enjoy being hit on. Because it rarely happens. Women get hit on 5x a day. No where is safe.
