That's accurate, although the original intended color wasn't blue; it was white. However, they opted to switch to blue due to plans for a future villain with that hair color, possibly Fused Zamasu. This decision is intriguing because, until then, the Super anime hadn't existed beyond the movies.
Oh yeah I forgot about that. I suppose it makes sense since white could also be a color or calmness and perfect Ki control. Personally for me, while I do understand the Ki control concept, I kinda wished the colors were switch where 1st God Form is blue while the 2nd one is red. I remember reading somewhere that Toriyama said that he thought red looked like a “stronger” color but I don’t remember. I could be misinformed.

Considering that Super Saiyan Rosé is the equivalent of Blue for a Kaio (At least in the manga continuity), the color has less to do with the combination of previous forms and more to do with the fact that white and blue are the most common Ki colors of some mortal species.
The color of a flame correlates to the heat, yellow is the coolest, red is hotter and then blue is hotter than red. White hot is the sun. I think it makes logical sense
