I personally would change lanes or pull off the road and allow them to continue doing whatever to another person like themselves and not stress it.
I put on my hazard lights in situations like that. I also have a "strobe" hazard relay installed that flashes faster than normal hazards, but even normal hazards should get their attention.

What has worked for me many times is either rolling down my window or opening my sunroof and sticking my hand out and waving at them.
