This is a 240v receptacle. The “30 amp” RV receptacles are 120v. You’d need to land one of the hots on the neutral bus and see if you can use the existing neutral wire as a ground - I’m not sure if code allows ground to be a wire that isn’t bare or green.

Yes, you can repurpose a wire to ground. You have to mark the ends with white and green electrical tape to mark.
Turn off breaker of course! So you install a 30 amp outlet in its place, put the black to gold terminal, red wire, wraps white electrical tape around near the end and wire to the silver terminal. And ground should already be green. Or if it's white, then use the white wire as common and then tape the red wire green. Then take out the 220 breaker put in a 30 amp breaker and put your neutral and gnd wires in place and your black wire to the new breaker.

A TT-30 RV receptacle is 120V while the current 10-50 receptacle is 240V. You'd have to change the breaker from a double-pole 50A to a single-pole 30A, and revise the wiring connections in the electrical panel accordingly.
You should be able to do this without much trouble (running new wire). That receptacle is ungrounded but if you only need 120v you shouldn’t need to rewire. You’ll want to change the breaker to 30a and the wiring will need to be changed in the panel from hot/hot/neutral to hot/neutral/ground but then you could install a 120v 30a socket.

Would it be easier to just add a new 120v30a to a new breaker if there’s room?

It depends on how close the panel is or how much trouble it would be to run new wiring to that location.
as far as the ground goes the canadian electrical code allows for green tape or phasing paint to. e used to identify the bond
