Building cars is difficult and Apple would have only done it if they could nail it 100% out of the box. Given its been in development hell forever strikes me as they couldn’t get their “vision” to work.Yes, they have the money but it would need to be a completely new independent business unit with its own CEO and leadership team. A second company, really as Tim Cook has his hands full. It’s not just stamping steel too. It’s setting up the network to sell, deliver and service the cars.
Imagine having 10 billion dollars and not being able to start a car company.

Competition is competition and Apple has a strong brand that builds enticing products. This is good news for Tesla.
Apple car would have also cost 100k. Selling a 1500$ phone has more margin and greater consumer market.
