I think some broadcasters require submissions that haven’t been submitted anywhere else, but EBU doesn’t have any regulations on national selection processes

Not sure if this is what you’re looking for, but TEYA (Austria 2023) once attempted to compete in the Austrian internal selection back in 2020 (not really an NF though) with a song in English, which didn’t get in. The same year, she competed in the Serbian national final with the same song but with lyrics translated to Serbian by her parents instead.

Erica Norwich's vocal wasn't great, that's fair. Judge Tenderly of Me had a beautiful vocal, sure. But the song wasn't great and felt *very* dated to me.

As someone already said it hapenned before but there's a few factors that limit this from hapenning often. One of them is the rules of the broadcaster so this might be rules about nationality/residence or the song being released before. Another factor is the timing so you have to "lose" a national final early enough for the song submission deadline for other selections to not be over yet so for example if you don't win FdC (in March) there's nothing else you can apply for at that point. I think the chance for this hapenning with an internal selection is close to 0 because it looks bad on the broadcaster to pick a song that was kind of determined to be worse than another song

Theoretically yes because the EBU doesn't care, but even if they don't demand your song is unreleased, I've noticed a lot of national selections do have it in their rules that you cannot apply to other selections with the same songs. How they'd enforce that I don't know, but.

To be fair, that's probably not a bad rule for national broadcasters to have, especially in the era of people from everywhere streaming different countries' NFs these days.

Out of the ones I remember, in 2003 Esther Hart competed in the Netherlands NF and was also scheduled in the UK NF, but was asked (?) to choose one and she went for the Dutch one, which eventually got her the ticket for Riga. I think her spot in the UK NF was covered by Nanne Grönvall. Also in 2003, Ich Troje participated in the Polish and German NF. My fave song out of the two was the one sent to Germany, but they won for Poland and went on to successfully perform in Riga.

Consider that "Festival di Sanremo" Is not meant to select who will go to Eurovision like ore NFs

Of course, Sanremo isn't a national final, but the winner gets first refusal to represent Italy, and Achille would've taken it, so that's why I used him as an example :)

Different NFs have different rules that would make this not possible, but there is nothing official that would prohibit this, so long as you don’t win the first NF. Elis Mraz (ESCZ runner up 2022) tried, but didn’t get past the non-televised semi final phase. The EBU is rather relaxed regarding national final rules, as long as the song meets the requirements.

Another example was Amberlife who entered the same song in both Latvia and Lithuania in the same year (2006) and was selected for both. He ended up withdrawing from Lithuania after it was immediately eliminated in a Latvian semi though

All i have is the following reference about "Higher ground", Danish 2018 entrance, from Wiwibloggs: "According to a message posted on YouTube by Joakim Jarny, “Higher Ground” was submitted to Melodifestivalen 2018 with up-and-coming singer Dennis Bengtsson on vocals. However, the track was passed over by the Swedes and the team behind the song decided to try their luck elsewhere. They turned to neighbouring Denmark, and entered the song into Dansk Melodi Grand Prix. Due to DMGP rules, the song needed to be performed by a Dane, so Dennis was dropped and replaced by Rasmussen."

No, they can’t. I think the rules were changed when Ich Troje (sorry I can’t remember their exact name) tried to enter both Poland and Germany’s selection with the same song. Thankfully they won the first one and I remember reading an article at the time saying the EBU updated the rules so it couldn’t happen again. PS: I stand corrected in another post, they entered different songs but could have ended up representing 2 countries and I believe there were no rules against that at the time, hence the EBU updating them for the next year.

Well, in 1990, the first place in Austria's selection was disqualified because they had already competed with the same song in Germany's 1988 selection and second place was sent to Eurovision instead. This was 30 years ago, though.
