Go for all the gun related perks & skills. Also I like the desperado cowboy hat the best & the bounty hunter duster coat seems to go well with that hat.
1a Perk to avoid is Rapid Reload, it can result in some glitched reloads related to VATS
1b. Sea covered the gun perks, also would recommend the critical perks (Finesse, Better criticals) and fairly high luck. Medicine Stick is the hardest hitting cowboy weapon.
2. Beret is tough to avoid, but aside from hat I would recommend the Lucky Shades, +1 luck
Bonus tip: cowboy weapons are slow to reload (except ranger sequioa, fast reload but small clip) so put two opposite each other on the quickselect. Then fire 7/8 or 6/7 of whatever number of rounds and switch back and fourth. Or use vats to reload via shot-reload-shot

I like the aesthetic, duster desperado.. Should I forgo the riot shotgun on this build? The lever is only 20 ga!
