Even if all rapes are not reported , a decrease of 34% reported rapes probably suggests there was a decrease
It may not be the full 34% ;maybe less people reported them, but I would suspect there is a correlation between all rapes and reported rapes even if It's not fully 1 to 1.
Meaning you can still feel good about it while realizing there is still much more to be done.

You initially said you don't believe the lower numbers are a good thing without citing a reason. Now you're trying to stretch and say fewer people are reporting rapes because "oh, there is a testing backlog so its not worth reporting this crime"
