Would wd40 and work? And what part to clean the upper metal the connects battery to the light bulb or the switch metal inside the long cylinder

Make a thick paste out of 91% alcohol and baking soda. Use an old tooth brush. WD40 has stuff to stop the chemical reaction in rust, but it also has stuff that might break down the plastic the flashlight is made out of. You won't notice right away but they'll become brittle as they age.

They can have really unreliable switches. Does it have the switch with two screws that can be removed? I use long q-tips to clean the positive contact. Also check the bulb and it’s contact points as well.
