It's called New Vegas Reloaded. It redoes the whole shader system. It's performance intense though, so don't use it with a low end GPU.
Its a single mod. Although I suggest you install a user made preset like Heliosnvr alongside it.

Couple ways, for heliosnvr it is a separate mod that you install below newvegasreloaded. For others it can be just the toml files changes.
