I think because modded players often use alternate starts, which activate after character customization, while a lot of vanilla players just keep a save right before leaving the vault to reuse

Probably a bit of both given I have known several vets and they always are ready to fight even if they would prefer to find a more amicable and diplomatic solution. Any soldier/warrior/etc. worth their salt hates war even if it give them meaning.

Yep, you can even go to the place where you were supposed to be speaking and actually give a bit of the speech. Couple centuries late, but better late than never.
And if you walk up to the microphone on the stage (as Nate) he’ll say the War Never Changes line, most likely because it reminds him of the speech he was going to give there that night.
Oh okay I wasn’t sure since I’ve only seen it done with Nate but yeah there’s multiple hints about the intro being Nate’s practice speech. Also it’s confirmed that the Fraternal 115 is the Veteran’s Hall in question because there’s a terminal entry where they talk about what an honor it is to host Nate for the event and I believe it even mentions him by name, but subbing in whatever the player changed Nate’s name to at the beginning.
And THAT was because originally Nora was also going to be a veteran. She has unused voices lines and there is a model for her diploma listing her as a JA.
I like that Nora is a lawyer, not a soldier. I've always played Nora because her journey would be so much harder without a soldier's skills at the start. I also try to make the fairest decisions because I imagine she has a strong sense of justice.
EDIT: Okay, fine, I also prefer seeing her butt instead of Nate's when in 3rd person.

SPOILERS: I played as Nora in my first playthrough. As I stormed to fort with my pistol, in order to kill Kellogg "pistol packin' mama" started playing. It was a beautiful moment that's caused me to always play as her.
This is definitely the answer, Bethesda set this up really well with the mirror scene imo, Nora’s line about knocking them dead at the Veteran’s Hall immediately after the intro speech hints at this. Then if you use the mic at the Fraternal 115 Nate/Nora will speak the last line of the speech into the microphone.
Intro and the end credits, I think 🤔 I don't fully remember but I'm pretty sure when the game ends he finishes his speech

IIRC, the veterans hall terminal refers to him as a war hero, I also believe there’s an award in the house at the start that implies he was at the battle of Anchorage.
So probably has a fair amount of combat experience.
I'm guessing high rank enlisted, if he is received well enough for everyone to love his speech, and I would assume he'd give a very nationalist speech, which would involve anticommunism.
He seemed like enlisted, the uniform in his closet was not any type of dress uniform. Although it seems like the only uniforms they have are combat fatigues

The amount of scrutiny you all are putting into this game made by Bethesda is more than a little silly. They're not going to make dress uniform assets for 1 pre-war closet for the first 3 minutes of the game.

There's a difference between buttons and ribbons on a jacket in a closet for implied lore on a *supposed* to be mostly blank slate character versus cars, houses, people, streets, etc. not looking like a burned up apocalyptic nightmare.

You actually get your dress uniform in basic I should know I technically couldn't fit in mine for 2 years because of it I was really malnourished when I joined inweighed maybe 100 pounds soaking wet so that's what I weighed when they tailored my dress blues then after about a solid year of working out and not being starved I weighed a whopping 135 of solid muscle but now everything I took a sharp breath in my blues I could hear threads straining lol

When the intro cinematic fades into the character creation screen, we see Nate speaking the last line into the mirror. A common way to practice a speech. The speech he was going to give was his voiceover during that intro cinematic.
If you’re playing as Nate and you go to the veterans hall and step up to the mic he repeats part of the opening.
The opening we hear is him rehearsing his speech.
How? They both have identical dialogue. She’s a lawyer and he’s a veteran so they’re both on similar levels of professions you wouldn’t consider to be very social
If you go to the veteran's hall in-game and go to the podium Nate will say the last part of the intro, showing that the intro cinematic is his speech. It's also the place you can find the unique enemy dead-eye, the blind super mutant.
If I had to guess (from personal experience), he sounds like a junior NCO (Corporal/Sergeant). He speaks about it on a deeply personal level like he knows the loss that comes with leadership of being in sustained close contact.
I like to think my version of Nate had no clue what the fuck he was doing due to him being a drunkard, he was hungover on that fateful day. He was dishonorably discharged for dosing up on chems and booze when he was deployed and became a one man army, a war machine, but when it was found out how he was unbelievably high they pinned medals on him and kicked him out
Lol, I'm playing SS2 right now, and every time there's a Gunner attack on one of my settlements, I'm eating ALL the drugs, because wtf. My settlers are all decked out in Heavy Combat Armor and max damage modded automatic M4s, and they're still pretty worthless, so I have to take on like 32 Gunner Majors and Legendary Gunner Colonels, armed with Gatling Lasers, Tesla Rifles, Gauss Rifles, and Simonov 20mm antitank guns. And since I start chucking frag grenades like my life depends on it (it does) and using a full auto explosive HK MP5 (mod version of Spray and Pray, basically) I inevitably kill one of the settlers, which causes all of THEM to turn on me as well, and I'm quick saving every 3 seconds, and cursing myself for killing one of my own people. That's NOT good for settlement morale.

Yeah, I'm inclined to agree. The only real point of the intro is Nate saying that he feels afraid, and that his time in the army taught him that war never changes. Everything else is a history lesson. Feels weird to have your whole speech be summed up as "I'm scared guys"
I play a female character, but once I saw a mic in-game I just spontaneously gave my own speech and my husband thought I was a little crazy. I absolutely accepted an award

Turns out, Nate's an asshole.
That should've been how you choose his SPECIALs. Rereading the draft of the speech, you choose the specials one at a time and you rewrite that part of the speech accordingly, or reread.
I think there's a location in the game you can visit that has a microphone you can interact with. This microphone has that speech. I don't remember the location though
What is for sure is that he was going to say War never changes, If i'm not wrong if you go to Veteran's Hall you can interact with the microphone that on there an Nate will say that, not sure if Nora say it too.
The speech was the intro to the game. And there’s a place in the commonwealth where if you press the microphone, he says the line he “War never changes” which lines up with the intro of the game.
The speech is the one from the opening game as evidenced by a microphone at Fraternal Post 115 in Cambridge leading the player to recite the opening line when interacted with. According to terminals there Nate was a “decorated war hero” that would likely bring funds to the Fraternal Post so that’s why he was going to give a speech there.
I am pretty sure his speech is the intro to the game.

Nate could be anywhere from a 17 year old out on medical discharge, to a 60 year old grizzled veteran
but one constant is that he has no speech perks since he is level 1 so this speech was always going to be terrible

When the intro cinematic fades into the character creation screen, we see Nate speaking the last line into the mirror. A common way to practice a speech. The speech he was going to give was his voiceover during that intro cinematic.
If you’re playing as Nate and you go to the veterans hall and step up to the mic he repeats part of the opening. The opening we hear is him rehearsing his speech.

His speech is the whole “War never changes” speech, he’s essentially just giving a personal piece about his experience with war
If you go to the veteran's hall in-game and go to the podium Nate will say the last part of the intro, showing that the intro cinematic is his speech. It's also the place you can find the unique enemy dead-eye, the blind super mutant.
I always made his charisma real low too lol
If I had to guess (from personal experience), he sounds like a junior NCO (Corporal/Sergeant). He speaks about it on a deeply personal level like he knows the loss that comes with leadership of being in sustained close contact.

I like to think my version of Nate had no clue what the fuck he was doing due to him being a drunkard, he was hungover on that fateful day. He was dishonorably discharged for dosing up on chems and booze when he was deployed and became a one man army, a war machine, but when it was found out how he was unbelievably high they pinned medals on him and kicked him out
Lol, I'm playing SS2 right now, and every time there's a Gunner attack on one of my settlements, I'm eating ALL the drugs, because wtf. My settlers are all decked out in Heavy Combat Armor and max damage modded automatic M4s, and they're still pretty worthless, so I have to take on like 32 Gunner Majors and Legendary Gunner Colonels, armed with Gatling Lasers, Tesla Rifles, Gauss Rifles, and Simonov 20mm antitank guns. And since I start chucking frag grenades like my life depends on it (it does) and using a full auto explosive HK MP5 (mod version of Spray and Pray, basically) I inevitably kill one of the settlers, which causes all of THEM to turn on me as well, and I'm quick saving every 3 seconds, and cursing myself for killing one of my own people. That's NOT good for settlement morale.

People are saying his speech is the intro, which seems to be the case, but why? Why is his speech just him giving a run down of the lore which the veterans likely already know?
Yeah, I'm inclined to agree. The only real point of the intro is Nate saying that he feels afraid, and that his time in the army taught him that war never changes. Everything else is a history lesson. Feels weird to have your whole speech be summed up as "I'm scared guys"
I play a female character, but once I saw a mic in-game I just spontaneously gave my own speech and my husband thought I was a little crazy. I absolutely accepted an award

That should've been how you choose his SPECIALs. Rereading the draft of the speech, you choose the specials one at a time and you rewrite that part of the speech accordingly, or reread.

I think there's a location in the game you can visit that has a microphone you can interact with. This microphone has that speech. I don't remember the location though
What is for sure is that he was going to say War never changes, If i'm not wrong if you go to Veteran's Hall you can interact with the microphone that on there an Nate will say that, not sure if Nora say it too.

The speech was the intro to the game. And there’s a place in the commonwealth where if you press the microphone, he says the line he “War never changes” which lines up with the intro of the game.

The speech is the one from the opening game as evidenced by a microphone at Fraternal Post 115 in Cambridge leading the player to recite the opening line when interacted with. According to terminals there Nate was a “decorated war hero” that would likely bring funds to the Fraternal Post so that’s why he was going to give a speech there.

For my first character he was going to tell the country about all the war crimes he committed in Canada and how ashamed he feels.
