All good dude, I didn’t know this about the Gauss Rifle either at first, and thought it was just a wild acting rifle and kinda stashed it away. But one day I was doing something and had the trigger held down, and let it go and melted someone immediately haha so ya it’s easy to miss, but once you realize it’s actually pretty fun
Besides charging it, keep in mind that with two shot, it shows only one damage number when the bullets hits. So if it says 400, you actually did 800.
And just to avoid confusion, I'm not saying Two Shot does double damage. It adds 25% damage and splits it into two projectiles (though, it does double explosive damage). In the example above, the 400 would be a shot at 62.5% damage.
Edit: just noticed you said your Rifle was Two Shot, so this is largely irrelevant.
Are you charging it to 99 before firing?

Add demo expert and science cards Charge and shoot.
Slap on expert gunslinger as well as most importantly, do you have tank killer?
Bloody Mess? Concentrate Fire? What mods? What prefixes?

Use both, luck should always be 15 for any vats build
