The prefab garage you have to get through Bethesda support from the Atomic Shop. The only plans I've seen in-game are for two different lights. One is a lamp and one is a wall light.
There is also a Red Rocket Ranger Power Armor bundle on the support list that I finally received a couple of days ago and I love it.
What RR plans? The dining set is available in the atomic shop, last I checked. I bought it.
They probably mean the plans for the actual Red Rocket garage. I haven't seen that one for a while.
