I'd love to know where on Google you found information saying fixer plans can be purchased from an NPC, because that's 100% inaccurate.
The Fixer plan *only* drops as a reward for completing the Encryptid event, and *only* to players who have completed the quest line that allows you to trigger the event.
However, it can drop more than once, and it's tradable, so people who get the plans more than once usually sell the extras in their player vendors.
Editing to add - I forgot that it does now also have a chance to drop from mutated party packs.
Going to guess that they found info on the paints that are sold by the vendor there instead. I think they sell the plan for the vault-tec paint that can be applied to the fixer.
That could be it - although the fixer isn't mentioned in the name of the plan since it applies to three or four weapons, including the automatic rifle... which means it can also be applied to the Fixer.

I have gotten Fixer plans maybe 5 or 6 times over the years, from doing Encryptid. I put them in my vendor machine but (like everything else) reasonably priced. I will smile thinking how delighted some n00bie player would be to discover the plans!
But it doesn't go like that. The VERY NEXT PERSON who comes along will buy them (always). KaChing! I saw the last sale and when I looked it was some Level 1100 guy heheh...
So good luck finding them. Personally instead of selling the last Fixer plans I had, I dropped them in front of a startled n00bie player! They were pretty happy and I got big hearts (my rewards).

What I don't get is; why does google give completely different results to different people searching up the same thing? When I google this up myself, the correct answer is given.

You can buy the handmade plan from vendors whitesprings mall and watoga. I think the fixer only drops after the van lowe questline
