Make sure you are on a server where everyone isn't afk. If at the bottom of the hour Helvetia is full of player dots, they are afk because there is no reason to be there at that time. Same is probably true at ten minutes before the hour.
There are better ways to farm scrap that won't tie you to a server.

With all the afkers just hanging out that why I get glee when someone nukes it. Doesn't stop them from getting rewards but is funny to watch them dying over and over cuz they are afk.
mate i went a did a Fasnacht last night because it was in my daily challenges list,
there were 16 people there and i wish at least 15 of them were AFK i could not get a single shot into anything and i am a reasonably quick ex PvP'r level 800...
this has been my experience as well, there are so many ppl doing shit and so little to do i may aswell be afk i just walk after the bots and do jack all, everything completes or is killed instantly, like I havent even seen the honey beasts once
