Lots of people are having the same problem. He’s supposed to have three phases with a heal between each. If he’s healing more than that, something’s amiss. The only advice I can offer is to server hop and try again. No clue if that’ll actually help or not, though. You might need to wait for a patch.
When I did it he came back a 4th time and was completely invulnerable, I'm guessing due to some lag on the server. I had to run around avoiding him for a few minutes until it caught up and he collapsed
At the end when his health wouldn’t go down anymore , i had him “kill me”. My health drained to 0 (i did not die / have to respawn), that prompted the end of the quest 🤷🏻♂️
You have to kill him until he can't be killed any more. He revives several times

Use a endangerol first, one shot from it, then switch to your main, will help alot. Surprised how FEW use endangerol, specially at events...

You have to down him 3 times
Shoot him in the face repeatedly. Worked just fine for me.
He honestly wasn’t even hard for me? I don’t even have a good optimized build or anything and I was able to kill him first try
