You have to trade mini nukes in a minimum of groups of 3, 30 or 300. You can't just do one.

Yeah. The UI on it is steaming hot garbage.

it shows you in the interface the multiples of ammo you can sell or buy, you can only transact in those particular quantities.

1x is the base of 3 mini nukes, then 10x is 30, and so on. It took me a while to figure that out, too.
