The porta potty is an exit from where you're supposed to go- it doesn't work for entrance. Not sure why the game points you there, but I had the same thing happen on my first character.

You're going to want to go to site alpha, site bravo, or site charlie and go through the quest that pops up when you're in there to launch the nuke. There are also websites that have the full launch codes each week. It helps also to have a Missile Silo State Holotape too so you can see if someone's launched a nuke recently at any of the 3 silos since it's a 3 hour cool down to launch another one at each site per server. Will save you a lot of time and caps teleporting around just to realize you're locked out of all 3 on multiple servers like my friends and I did the first time xD
