Because Bethesda can’t test things. Or having heard frustrated stories from some of their testers, they at least can’t fix them even if they do test them. But in the case of anything about challenges / atom shop / scoreboards / live servers, they seem to just actually not even test. Maybe it will work when we release it, let’s find out! (Then if it doesn’t, they probably won’t ever fix it anyways.)
The serious answer is it's an oversight as the intent was obviously for them to count.
