oh this is huge in hockey. often refs will try to balance out the penalties. when one team receives a penalty the other team gets a man advantage for a certain number of minutes. so the refs will try to give equal amounts of penalties to both teams so the man advantage is balanced out, despite what's actually happening in the game.
"Team Informed the FIA in advance" might be the key difference here.

The only time I've ever been in trouble for being late was the time I gave advance notice. It gave them time to come up with a punishment. (I was 17 and didn't control my transportation.)
