I think it’s because their car is so bad that it creates immense tire wear, but in wet conditions that means it gets the tire hotter fast, which is actually good.
They might be the only team going for full wet setup gambling it all. The rest of the teams might not wanna go this route because the race is dry. Williams have nothing to lose

The trip down pit lane is 20 seconds. Alfa, Haas, Aston all had time for it easily. Everyone else had just enough time as well.
