Yep they didn’t do anything with the penalty system this update, they have promised to do more with it though, it may or may not help, but at least they keep trying . From everything I have read none of the simcade or sim games have a fully working penalty system, some are better some are worse, so obviously it isn’t as easy as we would like to get it right. Hopefully it will get better, but I doubt it will ever be perfect.
Here's my take on their commitment to fix the penalty system. I could be wrong, and if I am, so be it. After the last big swing they took at fixing it, we all knew they over corrected. So they reverted it back. Now they are making changes, but they are going to be small ones that may not solve all the problems. It's going to be, unfortunately, a pretty drawn out process. It sucks you got nailed to the wall for what that other driver in his idiocy did. It happened to me today also (coincidentally I also drive the Corvette in GT). It is what it is.
