Skynet is a notification system. Not a live map.
Collies still use radios because
1. Not everyone uses Skynet.
2. Skynet also pings you intel regarding far away regions you don't care about.
3. For logi drivers, it's also easier to check if the route is clear by seeing the in-game map and chat instead of relying on some bot that only periodically sends screenshots of partisans (also because of Reason 2).
4. Frontline tankers doesn't use Skynet because... well... they're in the frontline. Same goes for frontline infantry.
