Nope. It was an ensemble comedy, meaning they were all equal. They just decided that it would make sense for one of the guys and one of the girls to have a thing running through the series. And much of the audience was there for it.
Rachel did not have development romantically though. Right until the end she was rather goofy as it pertained to relationships and had trouble adjusting to not being the high school hot girl. Ross did not help there either, as he was a thorn in her side in terms of romantic actualization.

Idk she had a baby as a single mother I think that is more relationship development than any romantic relationship
