At least in Germany, it is your duty as homeowner to properly care for your trees. As for trees falling on your house: if you want to cut down an old tree, your local city will send an arborist. Healthy old trees won't be cut down even if those are close to buildings. If it's ailing, they might first try to fix it, cut down parts, stabilise the branches with ropes/wires etc.
Insurances? They don't have any say in this and are not allowed to raise premiums. The deciding factor is, if your tree falls under the laws of nature / tree protection.
And if you cut down an old tree illegaly, the fines are really really hefty, like five to six figures, in some cases even prison. That deters rich people from just cutting down trees and regarding the fines as cost of business.
What happens if your tree is cut by somebody else without you knowing? Seems like there is a very simple way around this, especially if you have the money.

That sucks but without seeing pictures and just based on your description thats not a bad price.
I take down trees too, and this seems like a 5 to 6 person job(one in the tree, one managing ropes, one saw on ground trimming big chunks, at least one guy to drag, someone to run the chipper, and maybe someone to be driving the full chipper bin to be emptied). Minimum 2 work trucks. Seems like it needs a lot of rope work because you're having to keep the branches from destroying the house underneath it and you can't just tip the tree right over so it's coming apart in pieces and having to be roped down
45 ft is way the fuck up there so you need some long ass ropes so you have enough length to tie around things or loop through things or even use compound pulleys. Safety rope is going to be pretty long too.
Honestly the more I'm thinking about it the more difficult it gets, sounds like an overly stressful job which means I would charge a lot
yep, AND get this the guy that trimmed it a few years back was 70+ years old and the guys holding the ropes while he trimmed way up there were in their 20's! anyway the trimming didnt work and now all those branches died, no need for the chipper we will just load it all on a trailer and haul it over to my brother ..... the outdoor wood furnace will take anything you chuck in the door, it even has a pellet feeder

The liquids inside it probably corroded through the engine/hoses/tanks and will likely need a lot of work done before it can run. The rubber in every part of the vehicle (including tires) will be extremely brittle and unsafe.
My Aunt's father (she's my mother's half-sister) had tw Rolls Royce cars and a Firebird in his garage. He kind of went senile and basically stopped caring for anything. The cars sat maybe eight years. When he died we opened the garage. They were all destroyed. It was so sad. They couldn't even be salvaged they were so rusted and rotted.
Does he live in a humid area? Usually if they're stored in dry areas (places like AZ/NV/TX/etc) they last pretty long.
Living near a beach is the worst for it, my aunt lives across the street from the beach not even facing it, and she has to replace all of her metal stuff like dishwashers/washing machine/etc every few years because they get rusted.

Wheel dollies are so cool. Friend in high school had a super deep garage. He convinced his parents to let him park in the garage sideways in front of their cars. So he'd have to wait for one of his parents to leave, spin his car into their spot, set the brakes on the dollies, then he'd just drive off. I was amazed at how quick it was. Took him less than 2 minutes.
