Cracks may spread quickly or slowly, but any time you use the game, you’re gambling. I’ve never tried repairing cracks, so consult a more knowledgeable person with a guide, but I’ve heard of people using super glue or that you can buy reinforcement things to stick on it.

I think I would avoid putting it in a case to prevent any further damage

Ive had GameStop give me the disk in a paper sleeve and it fits in the case pretty good. Even if the disc moves around, the sleeve will protect it. im wondering if a little hobby or crazy glue in crack would help stiffen it.

should be piblic announcement that when you put the disc back into case you should hold down the release button put the disc in slot before letting go.

I have tons of disks in this situation. While it's true that putting it in the drive to play might worsen it, PS2 games don't have the problem Gamecube or PS1 games have, like, the balls that stick out from the rotor to fix the disk in place, so, even if it breaks (which I highly doubt so) it won't cause any damage since the disc is secured by a magnetic cover, which acts as a sticker surrounding that hole. While it's true that putting the disc in and out of the case might worsen the situation, adding a sticker to the hole (inside and outside) will help prevent pieces from falling from place. You always have to be careful when putting your disc in its case, but that's just common sense, if you are a collector, you know that you have to squeeze the center button to make the disc loose and push it again to make it easier to fall in place. As for the cracks, don't worry about having them go further to the data part of the disc. The ring you see there, it is a reinforced plastic that will prevent cracks (or at least make them harder to go through) to the data part. So... to summarize, while it might be worrisome to have a disc in this state, it's not a big deal, but as a collector, you can always take care of your items by adding extra layers. Yes, it will lower the desireness of your disc if you plan on selling it in the future, but it will help preserve it for generations to come. I mean, most of these discs have almost 20 years old already.

I would if paid for anything close to retail asking price

The disc spinning in the drive will make the crack worse. I'd look deeply into repairing if, if you're going to keep and use it.

I would personally worry about using that disk in that condition. It could break and cause console damage also. I know there are the stickers for that spot that would prevent any pieces from breaking off, but it wouldn't prevent cracking into the disk itself eventually.
