Do you consider Sea of Stars to be a JRPG? Sabotage is a Canadian studio and don't have a Japanese requirement, nor would any other studio outside of Japan making that kind of game.
Are you only considering working for a studio in Japan? Then yes, you'll need to be fluent, it can be very hard to break into those places as a foreigner.
Yes, I would consider Sea of Stars to be a JRPG. I'm not only considering working for a studio in Japan but I'm having trouble fining studios out side of Japan in general
How many game jobs have you had? If you've been in this business for a decade and have a great reputation then you can search for whatever you want. There aren't a lot of people making JRPGs these days anywhere (modern ARPGs have been selling better overall so there are a lot more of those) but when they come up you can apply to them.
If this is your first job or an early one then don't be picky, just take anything you can get. You can pick your favorite genre later.
Yes, there are jrpgs made by teams outside Japan.
In Japan, you will have a really hard time finding such a job without the language, especially in art. You will be in a great disadvantage in many ways.
Yes, but you just gotta seek them out. There will be teams starting out with a jRPG somewhere. If there are game dev groups around your area, definitely go and see what they got.
Some of the notable games made stateside, dating back to the early 2000s, Septerra Core and Anachronox. The latter is actually made by Tom Hall and Ion Storm.
JRPGs are no longer defined as "RPGs developed in Japan". It's a game genre that is now being made by developers all around the world.

This would be my first game job, thank you for the advice. I guess I'll take whatever and clime the stairs then
