FF9 is my favorite game and Dali is such a cozy vibe. I think Cleyra would be another option. I loved that the whole village was built on top of a tree. Those little Gazebo on the branches were lovely!

Trails of Cold Steel has some really lovely towns, especially Ymir, the hometown of the protagonist Rean Schwartzer and Trista, the town where Thor Acedemy is
Sharance rown from rune factory 3 is iust so peaceful and probably have anything you need, from a bar, fishing spot to a public onsen, love the people who live in it too.
Maybe I'm missing something, but Zeal from Chrono Trigger really appealed to me, before it went horrendously wrong and everyone died. Just a huge society-sized library in the clouds? Count me way in.

Dollet ff8 for sure. Its got a nice feel with a brach like besaid but it's got more of a town and a pub to boot!
