The benefit of one is the surprise factor which can only really be achieved from neutral, good examples would be in lane when the wave is slightly closer to your own tower or in river before a drake fight when both teams are spacing, trying to force a mistake, it can be really easy to catch someone trying to contest vision. They are also great gank set ups.
Just because they know what you could be about to do, doesn’t mean they can react in time. Also even in high elo, tracking exactly where the second barrel is going to appear, whilst managing a wave, or spacing for a trade isn’t something players can do 100% of the time, especially if you predict their movement in the first place.
In team fights it‘s also often chaotic and easy to miss a single barrel somewhere (even if your barrel is noticed, if you know your timings you will most likely still hit someone). But if you start placing 2 or 3 barrels in a line it‘s gonna be more obvious right? One parts are the best thing to use in a normal teamfight (no ambushes and stuff) since you only use 2 barrels and unless you miss your timing you will hit the enemy with the 2nd barrel. A one part simply has less counterplay.

It‘s timing. Even better if the enemy laner has big ego and always tries to destroy your barrel. If you‘re good enough you will win the barrel fight most of the time. And once your laner has realized that he can‘t ego your barrels you automatically have a lot more lane pressure because your barrels are now a form of zoning. You just need to be confident in your Q timing.
You don’t really need to use phantom barrels in laning phase. I start using them after lvl 13 whenever I’m trying to engage on someone or chasing them cause the chances of landing the barrel are much higher than using the normal combo. The normal combo is a bit slower and gives the opponents a chance to react and either juke the barrel or contest it. There comes a point sometimes though where u have to chose either to use a phantom or the normal combo and it can make a really big difference in the Teamfight. I’d say whenever ur grouped with a lot of teammates and they start skirmishes it is better to use normal (cause they are more precise) combos cause ur enemy will be too distracted to even see the barrels. And whenever u want to start the skirmish or chase someone u can use or phantom barrel max range
Trading and zoning in lane, because they are way less reactable than a 2part, and personally I sometimes use them to fight ranged champs in the midgame, I feel like its easier to win the barrels that way
one part should be used when...they are hyper aware of your barrels and doing so lets u out time them because they cant destroy it. But you risk dying more than usual, of course. This is also because because people usually react to the placing of the 2nd barrel after they see u set your first. In some fringe cases, it extends your reach just enough to catch someone

I like to use 1-parts to trade vs melees by baiting them to walk closer to a barrel by walking away and doing the combo on top of them.. or using it to react to my teams cc when I'm too far to react to it using any other combo. These are like 70% of my 1-parts.

Just use them all the time so you get 100% consistent at them. Phantom barrels are so broken, because they are impossible to dodge.
