No. In deals like this Carolina would grant Tampa the right to talk to Guentzel's camp to work out a deal, as the trade itself is contingent on Guentzel being willing to sign a contract extension. If Guentzel says no there is no trade, or at least that's how it normally goes. It would only be tampering if Tampa went around that process and talked to Guentzel without Carolina's permission.

The primary goal was to sign him before Monday so he didn’t get to test free agency, JBB is willing to let Stamkos meet with everyone, not looking great right now.
