It's based off battery health.... not age of phone, if you replace the battery it's not "slowed down".

My battery is at 85% (Apples recommended threshold for replacement) and I have not noticed any slowdown at all. Though a full charge doesn’t last as long. Using driving navigation with Map app sure does such it down fast though.
