Yes, pretty much. And just like at the airports, quality varies. Some charge extra for booze (I think it was Toronto), others serve unlimited fresh oysters (Le Grand in Paris). But overall really good deal.
They usually only serve food and drinks during set hours: breakfast (which is pretty much the same as for everyone else at the hotel) and sometime between 5-11pm depending on the hotel. It may be 6-9 or 5-8 or 7-10. You can chill at them during the day but outside of those hours it’s a limited service: coffee, tea etc.

For intercontinental stays, highly worth it. If not, I wouldn't bother.

I stayed at an Intercontinental in South Korea and the lounge was the absolute best. The food and drink were spectacular. The room was amazing too.
