This is a moth caterpillar of the Psychidae family - commonly known as Bagworms. They carry a tube like case and protect themselves by decorating it with stalk fragments. Some use much longer fragments than others. The adult moths are mostly black or brown. Can’t know much species it is without knowing location of where you found it.

We have tiny versions of these in the southern US. It looks like a small ball of tree moss is walking.
