All of those things you mentioned matter. Even the size and shape of the bore (the hole inside the broom) will alter the sound and pitch.
What’s blowing my mind right now is that the tone sounds so good. If I hadn’t been watching him play a broom, I’d have said it was a jazz clarinet player. A really good one.

He actually probably made some quite precise measurements to make this happen! It looks to me like this is the owner of a music shop where woodwinds are sold, likely he is the shop’s primary woodwind technician as well. That job requires a TON of training, including degree level study of harmonic/acoustic physics. I imagine this was a fun project!
I knew I was going to be in for a treat when I saw he was disheveled and looked disinterested. All the great look like they just rolled out of bed after a bender the night before.
There’s a website about making flutes I have visited that has all the formulas needed to make wind instruments, I imagine tonality and frequency translate well for reeded instruments and woodwinds alike, can’t speak for brass types those.
But diamater and length are the biggest factors for the range of the instrument and the hole placement and space will dictate frequency of the individual notes. Basically every hollow cylinder has the potential to be an instrument of some sort.

Size of the holes would matter for the quality of the tone, but wouldn't matter much for what the main frequency it plays is. The holes work by constraining what wavelengths of waves can resonate easily in the tube, so it's their placement that matters the most for the main note.

Yes! The length of the tube determines the lowest note that can be played. In fact, two wind instruments with the same length tube will have the same lowest note. (I'm pretty sure. Coming from a physics background, not an instrument-building background.)
He's adjusting the pitch with his face, you can bend down at least a whole step with your lip/jaw. Up is harder, but you can tighten up and bring the pitch up some too,

It's funny. Some of those plastic horns on the market are quite good. Purists scoff at them and I agree to a point. I doubt they'll never be great but they're perfect for beginner to intermediate students and they're fractions of the price. It's amazing considering they decade ago they were toys. More kids playing instruments is a positive thing.
