Depends on where you bought it at before. If you have apple care service go to Apple. If you have BestBuy insurance on the product go to BestBuy. If you bought it on Amazon and didn’t get an insurance policy your screwed. If you did buy separate insurance on Amazon during your purchase then I would suggest checking your account to see if your still within the warranty period. Depends on how recently you bought it, and if you bought it new or used and or with insurance.

The warranty covered the repair (with a service fee, of course). Has Apple changed those terms such that they would deny that same repair if I tried to have it done now?
But AppleCare+ is essentially an extension of the warranty, no? I don’t think OP is under any illusion that this would be a “free” repair (they’ve not stated as such, at least).
Warranty seems to be an official legal term, I think that sellers “have to” provide some kind of warranty. Like you buy something and it stopped working within a reasonable time with normal use. AppleCare is a form of insurance, it covers damage, regardless how it happened.

Time to take it for repairs. You could send it to apple for repairs. I read in your other comment you don’t have AppleCare, so you might need to pay the full price for a repair. I’m not too sure where you’re from so I can’t put an estimate on the cost.
I’m not from the US, so I’m not too sure about consumer and warranty policies that are in place. If you did buy it from there though, then you can check out what their warranty policy is and get the repair sorted out accordingly. If you bought it from the Apple Store directly though, I don’t think you could take it to a big box store to get it repaired. Another third party repair store might be possible, but it has its own risks.

I think Best Buy would just replace it as an Apple authorized repair shop, would likely be better to have it fixed at Apple in that case.

Apple covers only manufactured flaws
Apple care was sold to me that if i damage my ipad like drop it or an animal breaks it etc. that it would be covered.

Warranty is not the same as Applecare+. Only AC+ covers damage and there is still a fee.

You can't by Applecare on a damaged ipad, when you go to buy Applecare the ipad knows its damaged and so won't let you buy it

Turn it off, wait 10 seconds then turn it back on. That should fix it. If it doesn’t just give us a call back.
