Most low-level crime in Japan is dealt with via mediation, not arrests. If it's every day, twice a day, and it's really loud, I'd keep recording it as evidence but that's just me.

If you want to know how bad it can get, slash how long it can go on, look up the tale of Kawahara Miyoko, AKA "Mrs. Noisy" / 騒音おばさん. If I remember she was blaring music and shouting all the time for 2 years or so. She would shout at the neighbors to move if they didn’t like it. I believe she eventually got served some jail time. If nothing else, it should give you ideas on what can and can’t be done.

I mean unless he has a family member who cares about him that’s still alive you can contact it’s probably not going to change. I dunno saw a news coverage of a monster neighbor who blasts music and screams consistently and nothing has been done. Maybe ask him to bump it up to 8:30?

There is only one law that can regulate noise. It is a noise regulation law, and the regulatory targets of this law are only factory noise and construction noise. Currently, it is not possible to publicly crack down on noisy neighbors, and individual response is required. There are only countermeasures you can take, when a neighbor is noisy. In the case of rental properties and housing complexes, consult with the management company. I dealt with this years ago with a place I owned. I went over to talk to the person and they flipped out. I would often find mud in my mailbox after too. The police will just let them know someone called and they’ll advise you how to take countermeasures. My buddy is a local officer and he’s often busy responding to complaints. This is a common problem all over Japan and Okinawa. To be honest, these times are not really that bad.

Damn that sucks to hear. Regarding your last sentence, it means I can never go out late at night and sleep in the next day. Or just sleep in at all. It’s forcing my sleep schedule to adjust to his yelling schedule. And it’s not like I’m waking up gracefully.

I went to the local koban 3 times, they told me they received a lot of complaints already but police cannot arrest ppl or confiscate stuff unless a law allows them to, and that situation was "a grey area". I had to move because there was no way to solve the issue unless I took a human life.

This dude has a mental issue from the sound of it and is paranoid. It\`s all good apart from the early morning loud disturbance until the day he decides to take a knife to the people supposedly persecuting him and ends up stabbing someone around there. Go with your partner to the keisatsusho - the actual police station. First record the sound on your phones and then go to your local police station and say you are scared that he will turn violent. Not saying that will do anything but it might help. If your Japanese isn\`t good take along somebody who is fluent or is a native Japanese.

At least it’s not in the night time. Sounds like the poor chap has some PTSD. Ask your neighbors to share a roster of calling the police each day. Ideally multiple calls each day. Find the building owner and get a lawyer to write to them. Sadly you need to shame people into action..

Idk, to be honest. Heard it’s harder than in the US. So actually, my apartment has an NHK mini office in it. So they hear it all the time, too lol

A little bit. He started getting hectic so his Japanese was getting weird and harder to understand, but something about property lines. But mostly the “die” and “shut up” that they’re yelling at him (which seems to be in response to his screaming)

I’d be suing the real estate agent. Could also make a recording, put it on all the socials and tag city hall, police, real estate agent, owner, newspapers…. But it’s also why I never get a place without first visiting the area multiple times at all times of day and different days of the week.

Who are "They" and what is his "plight"? If the police wont do anything, next best thing is to get your own speakers and play some nice music louder than his megaphone to down it out. Your search just showed me the most recent one was two months ago? And I’m not browsing this subreddit all the time. Further, those that come up with the search are all neighbors WITHIN the same apartment building, which is different than my situation. I’ll go to the koban and if that doesn’t work, city hall (if I ever get a day off work, since they close before I get back)
