If you dig deeper you'll find a source line. Could be for irritation, or for a new spigot. It looks to me like they didn't have a pvc elbow, so they improvised. At some time in the past, the cap on the left held the water back, awaiting further instructions.
I studief architecture and one of the projects was looking at a new development and they were just beginning to install the sprinklers and the water spigot and the irrigation. it might be part of an irrigation system.
Certainly seems to look like a clean out for your main drain. Just a guess on my part and I’m no expert… if I’m right, I wouldn’t keep digging though.
Thank you all for the insight, I’m inclined to think it’s for irrigation yes. Next steps for me is to figure out how to enable it once I finish plantings.

Could just be a dummy in case you ever wanted to expand. A line for a spigot is also a good guess. A wild thought: might be a DIY hammer arrester.
I have something just like this, it’s where I removed irrigation stuff and capped the pipe because the sprinklers haven’t worked .. ever.

If it’s irritation just rub some lotion on it and it should clear up fine.

Thank you! Yeah makes sense in the area context. Guess it was when adjusting drainage for a concrete pour they did on house.
That's part of an irrigation system. The pipes could still run throughout the area- which could be good for you, or irrelevant if not ever utilizing.

Appears to be a capped pipe coming off a main, possibly thus the need for the cap, since mainline has constant water pressure.

A clean out would have a screw down MPT. The diameter would be a bit larger as well.
